The Palestinian militant group has long called for the Jewish state to be destroyed. Basem Naim, an Istanbul-based member of Hamas’ political bureau, told CNN on Thursday that the group would agree to disarm if an independent Palestinian state was established. Hamas has traditionally rejected a two-state solution that would see a Palestinian state established alongside Israel and has instead advocated the creation of a Palestinian state in all of historic Palestine that today encompasses Israel, the occupied West Bank, occupied East Jerusalem and Gaza. Barghouti said Hamas indicated as far back as 2007, when it led a Palestinian national unity government, that it is willing to accept a Palestinian state along the 1967 borders. Last week, Turkish Foreign Minister Hakan Fidan said at a news conference in the Qatari capital Doha that Hamas is willing to function solely as a political party once a Palestinian state is created, citing meetings between the group and Turkish officials.

The United Nations Relief and Works Agency (UNRWA) has fired several employees in the wake of the allegations, which have not been made public. UNRWA was established by the United Nations after the 1948 Arab-Israeli war to provide humanitarian assistance for displaced Palestinians. At least 152 UNRWA staffers have been killed in Gaza since the Israel-Hamas war began, according to the agency. CNN —A Hamas spokesman is reportedly among more than 60 members of the militant organization that Israel arrested in overnight raids across the West Bank, the Israeli-occupied Palestinian territory that is increasingly feeling the impact of the fighting in Gaza. Hassan Yousef, a leading Palestinian political figure who served as the official Hamas spokesperson in the West Bank, was arrested in his home, according to the Palestinian Prisoners Club, an NGO representing Palestinian detainees. “Occupation forces arrested Hamas leader Sheikh Hassan Yousef from his home in Beitunia, as part of a wide-scale arrest campaign in the occupation (sic) West Bank,” the Palestinian Prisoners Club statement reads. The CFA Institute has 200,000 members globally, with about 12,000 in Britain. Signatories to the code will provide a confidential, annual progress report to the CFA Institute, which will report industry-wide figures once a critical mass of signatories is reached. It comes on top of initiatives such as the Women in Finance charter backed by the finance ministry, which are well established and supported, although progress has been uneven. "The regulator sets the mandatory baseline, we can look to aspirational goals," said Sarah Maynard, global senior head, external diversity, equity and inclusion, at the CFA Institute. Given the global nature of finance, the CFA is also looking at how the code can help join up different national initiatives.

Smith also said AI isn’t as “mysterious” as many think, adding it is getting more powerful. Regarding concerns about AI’s power, Smith said any technology that exists today looked dangerous to people who lived before it. Job disruptions due to AI will unfold over years, not months, Smith said. “For most of us, the way we work will change,” Smith said. “Let’s use six months to go faster.”Smith suggested an executive order where the government itself says it will only buy AI services from companies that are implementing AI safety protocols.

Spain calls for tougher enforcement of oil transfers at sea
  + stars: | 2023-03-31 | by ( ) www.reuters.com   time to read: +2 min
MADRID, March 31 (Reuters) - Spain has called for tighter scrutiny of oil transfers involving tankers at sea as the number of unregulated ships hit by sanctions grows and raises pollution risks, a U.N. agency session heard this week. Spain's Mediterranean and Atlantic coastlines have become hubs for shipping activity including the transfer of oil known as ship-to-ship (STS) operations. Madrid, which has already tightened its rules for STS transfers around its coastline, has called for flag states to step up scrutiny and enforcement of such activity, the source added. A paper submitted to the IMO committee by Australia, the United States and Canada said illicit transfers "undermine the rules-based international order". The IMO committee said the shadow tankers "posed a real and high risk of incident" particularly when engaged in STS transfers.
Sakorn Sukkasemsakorn | Istock | Getty ImagesStrong demand for cybersecurity workers is continuing even as big technology companies lay off thousands of employees. LONDON, Jan 25 (Reuters) - The British government plans to provide taxpayer funding to support the country's semiconductor companies, Bloomberg reported on Wednesday. The support will include seed money for startups, help for existing firms to scale up and new incentives for private venture capital, Bloomberg reported, citing officials familiar with the plans. A British government spokesperson said they do not comment on speculation when asked about the report, adding that the country's semiconductor strategy will be published in due course. The government said last month that it was exploring national initiatives to expand the domestic chip industry, including potentially establishing a new institution as part of its plans to boost the infrastructure. [1/2] French President Emmanuel Macron delivers a speech as he hosts a reception for the mayors of France, at the Elysee Palace, in Paris, France, November 23, 2022. The visit also highlights the unique way that Macron has raised France's profile on the world stage, and particularly in the United States. From Beirut to Bangkok, and from the Kremlin to the White House, he has sought to place himself at the center of every crisis, with a flair for seizing the moment. The White House defends the bill as necessary to boost the electric vehicle industry and other clean energy initiatives, saying subsidies play an important role. After Biden apologized publicly, Macron seemed less than mollified, saying "Trust is like love: Declarations are good, but proof is better."
